Mr. Waites has worked extensively in this area as an attorney, lobbyist, legislative counsel and public policy consultant. He works on legislative and public policy initiatives in federal government, as well as various state and local governments throughout the country. His specialty areas include Prevailing Wage Laws, Project Labor Agreements, Responsible Contractor Policies, Contractor Prequalification, Best Value Contracting, Design Build, Public-Private Partnerships, Economic Development, Contractor and Craft Licensing Laws and other areas relevant to the construction industry. Gerard is nationally recognized on these issues, has written extensively on them, speaks frequently at industry conferences and regularly gives seminars and workshops to industry stakeholders.
