Charles Gilligan is a 1982 graduate of Brandeis University and a 1985 graduate of the Columbus School of Law at the Catholic University in Washington, DC.  He has worked at O’Donoghue & O’Donoghue since 1983 while still in law school, becoming an associate with the firm in 1985.  He has been a partner in the firm since 1993 and is the responsible attorney for several of the firm’s union and employee benefit clients.

Mr. Gilligan serves as Co-General Counsel to the International Union of Elevator Constructors and as lead counsel to the National Asbestos Workers Pension and Medical Funds, along with serving as lead counsel to numerous local unions and Taft-Hartley benefit funds.   He has over thirty years of experience in all forms of labor litigation, including trial and appellate work, as well as practice before the National Labor Relations Board, in numerous arbitration cases over the years, and in all phases of internal union governance.  He also has extensive experience in representing employee benefit plans in all aspects of their operations, including in Department of Labor and Internal Revenue Service audits, as well as having arbitrated multiple trustee deadlock cases.  Mr. Gilligan also served as lead counsel in two significant Fair Labor Standards Act cases in the United States Circuit Court of Appeals for the Fourth Circuit, Lee v. Vance Executive Protection, Inc. and Schultz v. Capital International Security, Inc., 466 F.3d 298 (2006).

Mr. Gilligan is a member of both the District of Columbia and Maryland bars, and is admitted to the bars of numerous federal district and appellate courts.
