Following his graduation from Temple University School of Law in 1989, Bob Curley served as a law clerk for two years to the Honorable Lowell A. Reed, a District Court Judge in the United States District Court for the Eastern District Court of Pennsylvania. After completing his clerkship, he worked in a litigation firm for two years before accepting a position as General Counsel to Local 1776 of the United Food & Commercial Workers in Philadelphia, Pennsylvania. After three years, he returned to private practice to work in a union and employee benefit law firm. In 1998, Bob joined O’Donoghue & O’Donoghue LLP working in the firm’s Philadelphia office. In 2001, he became a partner.
Bob Curley is a member of the Pennsylvania, New Jersey and the New York bars and the United States District Courts for the Eastern and Middle Districts of Pennsylvania, the District of New Jersey, the Southern and Eastern Districts of New York and the bankruptcy courts in each of those districts. He is also a member of the Third and Eighth Circuit Courts of Appeals. While at O’Donoghue, Bob Curley has represented unions and multi-employer and union benefit plans on a day-to-day basis as union or fund counsel. Bob Curley has represented unions, employee benefit funds and other clients in federal and state court at both the trial and appellate levels. He has also appeared before the National Labor Relations Board and the Pennsylvania and New Jersey state labor relations boards in numerous representation and unfair labor practice hearings and has represented clients before the Department of Labor and in labor and interest arbitrations. With respect to benefit plans, he has handled collection matters, plan qualification issues, benefit claims and appeals processing, fiduciary duty issues, investment issues, fund compliance with the Internal Revenue Code and ERISA, issues related to IRS and DOL compliance programs, plan and amendment drafting, and negotiating and drafting service provider contracts. He regularly attends trustee meetings and advises trustees and fund staff on all legal aspects of fund administration.
Bob Curley is a member of the American, Pennsylvania and Philadelphia Bar Associations. He was an adjunct faculty instructor in Employment and Labor Law courses at Saint Joseph’s University, in the University College or the Comey Institute from 1996 until 2011. He was president of the Industrial Relations Research Association, Philadelphia Chapter in 2001-2002, is a member of the AFL-CIO Lawyers Coordinating Committee and participated in the Temple Inn of Court.
Before becoming an attorney, Bob Curley worked as a Senior Labor Relations Examiner at the National Labor Relations Board’s Regional Office in Philadelphia, Pennsylvania from 1979 until 1989 and as an economist for the United States Department of Labor, Bureau of International Affairs and Bureau of Labor Statistics from 1976 until 1979. He graduated from George Washington University’s School of Public and International Affairs in 1975.
